Portfolio Committee on Education, Culture, Arts and Sports Recreation, led by the Chairperson of Chairpersons of Committees, Hon. Tebogo Modise, conducted an oversight visits in Moses Kotane, Rustenburg and Kgetleng River Local Municipalities in the Bojanala District.
Hon. Tebogo Modise indicated that the purpose of the oversight visit was to strengthen accountability by ensuring that government departments deliver services that contribute to the development and well-being of communities.
Shadrack Zibi High School
The Committee commenced its oversight programme at Shadrack Zibi High School, where it was welcomed by the Principal, Mr Modise Mmabatho, who provided an overview of the school’s performance and challenges. He highlighted that, since his appointment, the school’s Grade 12 pass rate had improved to 87%.
Mr. Mmabatho informed the Committee that the school continues to experience serious security challenges, including theft by members of the surrounding community. He explained that all electrical equipment had been stolen from the classrooms, leaving them without electricity. Learners’ tablets had also been stolen, while food intended for the school nutrition programme continues to be targeted by thieves.
He further stated that the school’s ablution facilities are no longer fully functional because the toilet systems were vandalised and stolen. As a result, the toilets have to be flushed manually using buckets.
The Principal also indicated that the school does not have a perimeter fence, making it easily accessible to intruders and increasing the risk of theft and vandalism.
Hon. Modise stated that the Committee would request the Department of Education to prioritise the construction of a perimeter fence as a matter of urgency to improve security and prevent further burglaries.
The Committee also resolved to request the Department of Community Safety, through the Department of Education, to follow up on all criminal cases reported by the school, particularly the case relating to the theft of the learners’ tablets.
Hon. Modise further indicated that the Committee would engage the Department of Culture, Arts and Sports Recreation to consider establishing a community library in Khayakhulu, as neither the community nor the school currently has access to library facilities.
Mmabana Tlhabane
The Committee then proceeded to Mmabana Tlhabane, where members were welcomed by the Acting Regional Director, Ms Lydia Naidoo. She informed the Committee that, since its previous oversight visit in 2023, little had changed regarding the Centre’s accommodation challenges. The Centre continues to operate from rented premises that are poorly maintained.
Ms Naidoo explained that the Department has been paying a monthly rental of R25 000 for a building that previously had no electricity, with the electricity supply only restored in November 2025. She further indicated that, following a cash-in-transit robbery, several windows were damaged and have not been repaired by the landlord. Due to the unsafe working environment, some staff members have been required to work from home and only report to the office when necessary.
The Acting Regional Director informed the Committee that the current building is not suitable for accommodating employees or delivering services effectively.
The Committee resolved to engage the Department of Culture, Arts and Sports Recreation to expedite discussions regarding the relocation of Mmabana Tlhabane to suitable premises.
Moedvil Farm School
The Committee concluded its oversight visit at Moedvil Farm School, where it was welcomed by the Principal, Mr Chele Lenkwe.
Mr Lenkwe informed the Committee that he was appointed as Principal in 2024, having previously served as a Subject Advisor. He explained that the school specialises in Agricultural Sciences while also offering Technical Subjects, Physical Sciences and Mathematics.
He indicated that the school continues to perform well academically, particularly in Grade 12, despite facing several challenges. These include a shortage of teachers, especially for Agricultural Sciences, and the absence of science and agricultural laboratories. As a result, learners are required to use laboratories at other schools whenever practical experiments are conducted.
The Principal further requested the appointment of a dedicated social worker to provide weekly support to learners experiencing various socio-economic challenges.
The Committee resolved to engage the Department of Education to assist the school with the provision of science and agricultural laboratories to improve teaching and learning.
The Committee will also request the Department of Education to expedite the appointment of suitably qualified teachers for Agricultural Sciences.
Hon. Tebogo Modise further resolved to engage the Department of Education to facilitate discussions with the Department of Social Development regarding the appointment of a full-time social worker to provide ongoing psychosocial support to learners.
