Parliament, Monday, 17 August 2026 – Permanent Delegates to the National Council of Provinces (NCOP) will return to their respective provinces from 18 to 21 August 2026 to conduct oversight over key public infrastructure and service delivery projects as part of the annual NCOP Provincial Week programme. The 2026 Provincial Week, an annual flagship oversight and public participation programme of the NCOP, will take place under the themes: “Confronting the Challenges Facing the Timely Delivery of Viable Public Infrastructure to Communities” and “Building Viable Municipalities for Enhanced Delivery of Basic Services to Communities.”

This year’s programme marks an important report-back phase in the NCOP’s oversight cycle. Building on the Provincial Week oversight visits conducted in 2024 and 2025, delegates will assess the progress achieved by national, provincial and local government in implementing recommendations previously adopted by the NCOP.
The programme will include site inspections, engagements with provincial executives, municipalities and other stakeholders, as well as direct interaction with communities to verify progress and identify outstanding service delivery challenges. In accordance with Section 42(4) of the Constitution, the NCOP represents provincial interests in the national sphere of government by ensuring that provincial and local concerns inform national decision-making.

Provincial Week provides Members of Parliament with a practical opportunity to evaluate the implementation of government programmes on the ground, strengthen cooperative governance and ensure that public resources translate into tangible improvements in the lives of communities.

The oversight programme will focus particularly on the delivery of public infrastructure, municipal capacity, water and sanitation, roads, education, health facilities and other basic services. Through engagements with provincial governments, municipalities, traditional leaders, organised local government and communities, the NCOP seeks to promote accountability, identify obstacles to implementation and facilitate coordinated interventions where challenges persist.

Provincial Week is the NCOP’s flagship oversight and public participation programme, reinforcing the constitutional principle that government must be responsive, accountable and transparent.
