PORTFOLIO COMMITTEE COMMENDS PROGRESS AT HARTBEESPOORT CLINIC DURING FOLLOW-UP OVERSIGHT VISIT

The North West Provincial Legislature’s Portfolio Committee on Health and Social Development conducted a follow-up oversight visit to Hartbeespoort Clinic in the Madibeng Local Municipality to assess progress made by the North West Department of Health in implementing resolutions arising from the Committee’s previous oversight visit in May last year.

The oversight visit was led by the Chief Whip of the North West Provincial Legislature, Hon. Motlalepula Rosho, together with the Chairperson of the Portfolio Committee on Health and Social Development, Hon. Karabo Magagane, and Committee Member Hon. Hendriette van Huyssteen, as part of the Legislature’s Oversight Week programme aimed at strengthening accountability and improving healthcare service delivery.

The Committee received a progress report from the Facility Manager, Ms D.A. Sepeng, who presented the status of the implementation of resolutions arising from the Portfolio Committee’s oversight visit in May 2025.

The Committee welcomed the significant progress made in addressing the majority of the findings previously raised, demonstrating the Department’s commitment to implementing the Committee’s recommendations.

Ms Sepeng informed the Committee that the Health Patient Registration System (HPRS) is currently being rolled out across clinics, while blinds have been installed in all consulting rooms following the renovation of the facility.

She further reported improvements to staff amenities, including the refurbishment of kitchen cupboards, with additional furniture for the staff kitchen having been procured and awaiting delivery.

The Committee also noted the installation of chairs in the patient waiting area, the procurement of furniture for consulting rooms and the completion of repairs to the kitchen ceiling.
The Committee was further informed that, while the construction of a permanent guardhouse remains outstanding, the clinic has received a temporary guardhouse through a donation from the Proudly Harties NGO, which has strengthened security at the facility.

Ms Sepeng further advised the Committee that a limited number of matters remain outstanding, including the procurement of bulk filing cabinets, the provision of staff parking and the planned expansion of the clinic into a 24-hour healthcare facility. The Committee was informed that these interventions are dependent on budget availability, with the expansion of the staffing establishment earmarked for prioritisation during the 2027/28 financial year.

The Committee welcomed the progress made in implementing the majority of its previous recommendations while encouraging the Department to sustain the momentum in addressing the remaining matters and further emphasised the importance of ensuring that the planned expansion of services is supported by the necessary human and financial resources to meet the growing healthcare needs of the community.

“The progress made at Hartbeespoort Clinic demonstrates the importance of effective oversight and accountability. We are encouraged by the Department’s response to the Committee’s recommendations and look forward to the implementation of the remaining outstanding matters”, Hon Rosho said.

The Portfolio Committee expressed its appreciation to the management and staff of Hartbeespoort Clinic for their continued commitment to providing quality healthcare services. The Committee reaffirmed its commitment to exercising effective legislative oversight to ensure that government departments continue to improve the delivery of healthcare services and respond to the needs of communities across the North West Province.
