THE CONDITIONS OF SERVICE AND REMUNERATION OF INTERGRITY COMMISSIONERS SHALL BE DETERMINED BY THE SPEAKER

This is a contract position for five (5) years.

The North West Provincial Legislature invites nominations for the position of Integrity Commissioner. Members of the Public and Organisations are invited to submit nominations.

The Integrity Commissioner shall perform duties specified under the Code of Conduct and Ethics for Members of the North West Provincial Legislature which include among others:

• Investigate any alleged violation of the Code of Conduct and Ethics upon receiving a complaint or on his or her own accord, and providing reports on the results of the investigation to the relevant structure of the Legislature,
• Develop and maintain a Register of Member’s interests,
• Provide personal advice and counsel to Members of the Legislature regarding the Code;
• Develop and implement systems in the Office of the Integrity Commissioner,
• Perform any other work as required in terms of the Code of Conduct and Ethics;
• Provide quarterly and annual reports to the Executive Authority on the work performed.

The candidate must be a woman or man who is fit and proper to hold such office, and who:-

• Holds a Grade 12 certificate coupled with a minimum NQF level 7 qualification as recognised by SAQA in Administration, Social Sciences or any related qualification.
• Is a South African citizen;
• Must be 18 years or above;
• Shall not hold office in any political party or political organisation;
• Shall not be a Member of the National Assembly, permanent delegate to the National Council of Provinces or a Member of a Municipal Council,
• Shall not be an un-rehabilitated insolvent,
• Shall not have been declared to be of an unsound mind by a court of the Republic,
• Shall be a person with high discretion and able to maintain confidentiality,
• Shall be independent and impartial,
• Shall be a person of integrity and honesty;
• Shall have high knowledge of Ethics,
• Possess knowledge of law, public policy, politics and social sciences,
• Has specialised knowledge of or experience, for an accumulative period of at least 10 years, in the administration of justice, law, public administration or public finance; and
• No criminal conviction.

Nominations should be accompanied by a comprehensive curriculum vitae and motivational letter from a person nominating and the nominee must accept the nomination in writing.

COMMISSIONER FOR THE PUBLIC SERVICE COMMISSION IN THE NORTH WEST PROVINCE (Application Closed)

The North West Provincial Legislature (NWPL) hereby invites applications and nominations from fit and proper persons who are South African Citizens with knowledge of, or experience in Administration/Management within Organs of State to serve as a Commissioner for the Public Service Commission in the North West Province.

The Public Service Commission (PSC) is an independent Constitutional Institution and its powers and functions are set out in the Constitution and the Public Service Commission Act, 46 of 1997. The PSC must perform its functions without fear, favour or prejudice in the interest of the maintenance of effective and efficient Public administration and a high standard of professional ethics in the Public Service.

Requirements: 

Applicants and nominations are hereby invited in terms of section 196(7)(b) read with 196(8)(b) of the Constitution. A Commissioner is appointed for a period of five (05) years, renewable for one term only and must be a man or a woman who meets the following requirements:

  • Grade 12 Certificate coupled with an NQF Level 8 Qualification as recognised by SAQA.
  • Ten (10) years Senior Management work experience
  • No Criminal record and should not have been previously been charged with misconduct in the Public Service and must demonstrate a high level of Integrity. The incumbent’s reputation must be beyond reproach
  • Valid driving License, Code B minimum.
  • Pre-Entry Certificate for entry into the Senior Management Service issued by the National School of Government
  • Must be a South African Citizen
  • May not hold office in any political party/organization
  • Shall not, without the consent of the President of the Republic of South Africa, perform or engage in any remunerative work outside the duties of his/her Office.

Main Functions:

In terms of the Constitution, the main functions of the Public Service Commission are to :

  • Promote the basic constitutional values governing public administration throughout the Public Service and give directions aimed at ensuring that personnel practices comply with those values and principles and evaluate such compliance,
  • Investigate, monitor and evaluate the Organisation and administration and the personnel practices in the Public Service, as well as adherence to applicable procedures in the Public Service
  • Investigate Grievances of the Public Service Employees and
  • Advise National/Provincial Organs of State regarding personnel practices in the Public Service

The conditions of service, remuneration and allowance and other service benefits of the Provincial Commission will be determined by the President.

Nominated candidates should include their acceptance of their nominations. Shortlisted candidates will be subjected to practical exercise, background checks, qualification verifications, security clearance and vetting.

Following the interview process, the Selection Committee will recommend a candidate(s) to attend a generic Managerial Competency Assessment testing generic managerial Competencies using the DPSA Assessment Tools.

Duties:Responsible for the overall financial management of the NWPL, including overseeing Compliance to SCM Prescripts. Provide direction, management, and leadership in the accounting, business planning, and budgeting, efforts of the NWPL by ensuring a healthy and sustainable financial position.  Assist the Accounting to ensure Financial Compliance in the NWPL. Provide timely and relevant financial management reports to all stakeholders. Prepare and maintain regular financial planning reports, monthly forecasts. Ensure that the budgetary process meets legislative requirements. Present budget for approval. Monitor and advise role players on the status of the budget. Provide expenditure management through Management of cash flow and expenditure vs budget; payment of suppliers. Management of unauthorized, irregular, fruitless and wasteful expenditure. Ensure proper preparation for annual audit. Oversee the approval and processing of revenue, department budgets, maintenance of accounts and ledgers ensuring compliance with relevant legislation. Report to the Speaker, Secretary, Audit Committee and Management on audit findings and recommendations so that they can determine the appropriate collective plan. Identify financial risks that the NWPL is exposed to and implement appropriate risks management strategies. Implement appropriate risk management strategies in finance department. Maintain best practice in respect of KING III and the FAMPPLA.

Develop the Support Services branch’s strategic plans and ensure implementation to achieve the NWPL objectives. Ensure compliance with relevant corporate services legislation and policies. Ensure that the branch’s strategic plans, quarterly and annual reports are submitted to the relevant stakeholders timeously. Oversee efficient resource allocation (finance, human resources, information systems, etc). Lead benchmark initiatives on corporate services best practices. Enhance the corporate image of the NWPL. Ensure the development, implementation and management of a registry system for the NWPL. Ensure the development, implementation and management of a records management system for the NWPL. Ensure the development and implementation of Information and Communication Technology strategies and solutions aligned to the NWPLs overall strategy. Oversee Compliance to the National Key Point Prescripts. Co-ordinate and execute the overall management and maintenance of the NWPL building and surroundings. Perform any other Function as may be directed by the Supervisor
