The Portfolio Committee on Cooperative Governaance, Human Settlements and Traditional Affairs led by the Chief Whip of the Legislature, Hon. Motlalepula Rosho conducted oversight visits at Doornlaagte Housing Project in Doornlaagte near Groot Marico and Borakalalo Water Supply project in Ramotshere Moiloa Local Municipality. The visits are part of the oversight programme in Ngaka Modiri Molema District aimed at strengthening oversight and public participation and promoting accountability and transparency in government. During the program, Members of the Provincial Legislature will interact with different provincial departments and Members of the Executive Council; Mayors; Accounting Officers; and members of the Municipal Public Accounts Committees. Different Portfolio Committees will conduct oversight visits to various projects in the district to check their status quo and challenges therein.

Doornlaagter Housing Project
The construction project of 125 Breaking New Ground (formerly RDP) houses from December 2022 to 31 December 2026 was valued at R28,6 million but was completed before the anticipated period in September 2026 through. Sibongile Mashiya JV Mperere Construction as a contractor. Hon. Rosho praised the department and the contractors for completing the project on record time. “The leadership of the H.o.D Ms. Kgomotso Mahlobo is proving wonders on the housing projects hence we want to applaud her together with the management and all those involved,” she said.

Borakalalo Water Supply Project
The project valued at R106million for the water treatment works; pump station improvements; borehole works; storage enhancements; water main tracing and water main was initially handed over to Dikwankwetla 213 Pty Ltd in November 2025 with the anticipated completion date of April 2027 but only started in January 2026 due to various challenges. According to the Project Manager from Ngaka Modiri Molema District Municipality, Ms. Hilda Kgalanyane, the challenges included community unrests; late phased issuing of drawings from project consultants and slow progress on provisional sum works; late appointments of sub-contractors and labourers; contractor’s non-submission of required documentation and removal of barricading safety nets by community members.

“We are currently at 21 percent versus the planned 71 percent progress and at R9million and R15milllion paid to the contractor and consultants, Baitseanape Consulting Engineers respectively,” she said. Hon. Rosho said it was concerning that the project was delayed due to internal disputes that could’ve been resolved between the community, municipality, contractor and consultants. “The Committee needs a revised completion and catch-up plan on the project as our communities urgently need water. We want the consultant and the contractor to resolve their internal issues and ensure that the revised plans are implemented accordingly,” said Hon. Rosho.
