The North West Provincial Legislature Portfolio Committee on Health and Social Development, chaired by Hon. Karabo Magagane, has called on the Department of Health to urgently address infrastructure and system-related challenges affecting service delivery in clinics within the Matlosana Local Municipality, under the Dr Kenneth Kaunda District.

The Committee conducted an oversight visit to Marcus Zenzile Clinic in Khuma Township, Stilfontein Clinic, and Jouberton Community Health Centre during the Oversight Week programme that took place in the Dr. Kenneth Kaunda district, to assess the state of healthcare facilities and the quality of services provided to communities.

At Marcus Zenzile Clinic, the Committee found that services are continuing from park homes while awaiting the completion of the new clinic building. Although staff remain committed to serving patients, challenges such as a non-functional Health Patient Registration System (HPRS), inconsistent electricity supply, and delays in project completion were highlighted. The Committee was informed that progress on the new building has been hindered by community interference, business forum disruptions, and cash flow constraints within the department.

In Stilfontein, the Committee noted similar issues with the non-operational HPRS, a shortage of computers, and leaking roofs due to a lack of maintenance since 2016. The Committee instructed the District Office to provide a report on the maintenance plan and procurement of ICT resources to ensure smooth operations.

At Jouberton Community Health Centre, which caters to over 52 000 residents, the Committee acknowledged the facility’s dedication to providing 24-hour services but raised concern over a broken solar system, leaking roof, and non-functional washing and drying equipment. The Committee further urged the Department to expedite repairs and replacements, as the facility remains under a 10-year defect liability period.

Chairperson Hon. Karabo Magagane emphasized that the recurring challenges across health facilities undermine service delivery and must be addressed without delay.
“Our clinics are the first point of contact for thousands of patients every day. It is unacceptable that system failures and poor maintenance continue to disrupt healthcare delivery. The Department must provide clear timelines for restoring the HPRS, repairing critical infrastructure, and ensuring that every facility operates at full capacity,” said Hon. Magagane.

The Chairperson added that the Committee will request a comprehensive report from the Department of Health detailing progress on outstanding projects, timelines for completion, and measures to prevent similar delays in the future.
