The Portfolio Committee on Premier and Finance chaired by Hon. Nathan Oliphant is currently on a benchmarking mission in Parliament of the Republic of South Africa to establish mechanisms employed by the Parliamentary Budget Office. The independent fiscal institution provides non-partisan advise on the fiscal policy and performance to the finance and appropriation committees of Parliament and the National Council of Provinces. Prof Dumisani Jantjies is the Director of the entity which has a full board led by Members of Parliament and NCOP.

Hon. Nathan said the Committee’s visit is aimed at learning and understanding the capacity and functions of the parliamentary budget office and how it can benefit the North West Provincial Legislature’s Portfolio and Select Committees on playing oversight on the budget spending and scrutiny. “Key aspect of the approach is to understand how we can assess fiscal spending and analysis on each department so as to check whether government is implementing service delivery accordingly. We also want to see how the office supports implementation of Money Bills,” said Hon. Oliphant.
