On Saturday, 23 November 2024, the North West Legislature Standing Committee on Oversight of the North West Provincial Legislature chaired by Hon Michal Groenewald conducted Public Hearings throughout the province on the Public Service Amendment Bill [B13 B – 2023] and Public Administration Management Amendment Bill [B 10B – 2023] at the North West Legislature Auditorium in Mahikeng, Banquet Hall in the JB Marks Local Municipality, Tlou le Tau Tribal hall in Ganyesa and at Ben Marais Hall in Rustenburg at 10h00.

The Public Service Amendment bill aims to amend the Public Service Act, 1994, to provide for the devolution of administrative powers from executive authorities to heads of department; to augment the role of the Director–General in the Presidency to support the President; to provide for a mechanism to deal with the recovery of overpayments of remuneration and benefits; to clarify the role of the Public Service Commission in respect of grievances; to clarify the role of the President and the Premier in respect of the appointment and career incidents of heads of departments; and to provide for matters connected therewith.

The Public Administration Management Amendment Bill [B 10B – 2023] aims to amend the Public Administration Management Act, 2014, so as to further provide for the transfer and secondment of employees; to provide clarification regarding the prohibition against employees conducting business with organs of state; to provide for the National School of Governance to be constituted as a national department; to provide for the removal of employment disparities across the public administration; to provide for the determination of conditions of service with financial implications; to amend the schedule so as to effect certain consequential amendments; and to provide for matters connected therewith.connected therewith.
