The North West Legislature Portfolio Committee on Cooperative Governance, Human Settlements, and Traditional Affairs, led by Hon. Kgalalelo Makgokgowa, has formally called on MEC Hon. Gaoage Molapisi to immediately halt all mega and smart city projects and to place NWHC CEO, Mr. Sello Mogodiri, on precautionary suspension pending a full-scale investigation.

This decisive action follows an urgent special meeting convened by the committee in response to disturbing revelations surrounding an event at Lokaleng village, which cost taxpayers R250,000 and ended in failure. Further concerns have emerged over NWHC’s attempts to push forward projects on land still under dispute, disregarding ongoing land claims.
During the meeting, the committee demanded accountability from NWHC, but the CEO’s presentation was woefully inadequate and dismissed outright by the Committee. The CEO failed to provide answers to critical questions regarding the financial and operational integrity of the so-called smart city projects and requested to submit a written report later.

In light of these developments, the committee has issued a strict seven-day deadline for NWHC to produce the following:

•⁠ ⁠A comprehensive report on stakeholder consultations, including engagements with the tribunal council and affected community representatives.
•⁠ ⁠Full disclosure of investment pledges, project preparations, recruitment processes, and service-level agreements linked to the failed Lokaleng event.
•⁠ ⁠A detailed risk assessment report.
•⁠ ⁠A report from the Office of the Premier on the SOD Turning Event of 2024, including a breakdown of all expenditures, events, and attendance registers.

Furthermore, Hon. Makgokgowa has demanded that the MEC submit an urgent report on the consequence management measures taken regarding the blatant misuse of public funds by NWHC in both the Lokaleng event and the SOD Turning Event.

“The conduct of the NWHC CEO is unacceptable and must be addressed immediately. We will not allow mismanagement, ill-discipline, and reckless spending to continue unchecked. We demand that the MEC to institute a forensic investigation into the entity. Furthermore, remove the CEO as the accounting authority for promotion of good corporate governance and consequence management.,” said Hon. Makgokgowa.

The committee has made it unequivocally clear that it will not tolerate financial irregularities, poor leadership, and disregard for due process. “The people of North West deserve honest, transparent, and accountable governance. This will ensure that those responsible for mismanagement are held to account,” said Hon. Makgokgowa
