Today, 15 February 2024, the Chairperson of the North West Legislature’s Portfolio Committee on Premier, Finance, Cooperative Governance, Human Settlements and Traditional Affairs, Hon Aron Motswana conducted public hearings on the North West Money Bills Amendment Procedure and Related Matters Bill, 2023 at Gamogopa Community Hall in Gamogopa (Ventersdorp). Other public hearings also took place in Taung; Brits and in Delareyville at 10h00.

The bill aims to provide for a procedure to amend money Bills before the North West Provincial Legislature. Section 120(3) of the Constitution of the Republic of South Africa, 1996 provides that a provincial Act must provide for the procedure by which the province’s legislature may amend a money Bill. Therefore, the fact that the Legislature does not have a legislation to deal with procedure for amending the Money Bills means that the Bill as introduced by the Executive Council cannot be amended by the Legislature.
